Alabama's Governor Bob Riley tried last year to introduce a health insurance plan which would allow small business owners and employees to deduct 200 percent of the cost of health insurance premiums. It didn't pass in the 2007 Legislature, so Gov. Riley is trying again in 2008: Alabama's Press-Register (Jan 19, 2008)

Last September, Missouri's Governor Matt Blunt put forward a plan that would reduce the number of Missouri residents without insurance by 200,000. The plan would largely use state and federal funding. Needing further support, Gov. Blunt made sure to give the plan more airtime in his 2008 State of the State address, as reported in Kansas City's The Star (Jan 17, 2008).

Pennsylvania's Governor Ed Rendell came up with a healthcare plan more than a year ago. His plan would bring health insurance to 800,000 people in the state. More than twelve months later and the plan still hasn't even been discussed in the Legislature: Erie Times News (Jan 20, 2008)
